Concerns were raised ahead of the 13th Devolution Conference in Homa Bay.

• Makueni Senator Dan Maanzo criticized the National Assembly’s dominance in allocating county funds, sidelining the Senate’s constitutional oversight role, and the forced payment for idle medical equipment by counties.
• Murang’a Deputy Governor Stephen Munania accused many senators of prioritizing political ambitions over county interests and highlighted the vulnerability of deputy governors, citing cases in Kisii and Siaya.
• A key criticism leveled at the national government is the delayed disbursement of funds to counties, with national ministries taking precedence, and allegations of corruption initiated at the national level now affecting counties.
