A coalition of 21 Civil Society Organisations (CSOs) has accused President William Ruto of largely failing to implement the Kenyan Constitution, 15 years after its promulgation.

• Davis Malombe, Executive Director of the Kenya Human Rights Commission (KHRC), rated the Kenya Kwanza regime's constitutional implementation at an "extremely generous three out of ten".
• The CSOs highlighted concerns including executive disobedience of court orders, undermining of independent institutions, and weakened devolution due to inadequate funding.
• Former Chief Justice David Maraga attributed implementation failures to "successive poor leadership," stating the problem lies with leaders who "sidestep constitutional provisions that demand integrity and accountability."
