Parliament has raised concerns over internal conflicts between the National Police Service (NPS) and the National Police Service Commission (NPSC) regarding overlapping mandates, ahead of the recruitment of 10,000 police constables. A parliamentary committee warned that these disputes could undermine the police service's integrity.

• The conflict primarily involves the allocation of recruitment funds to NPS instead of NPSC, which is constitutionally mandated for human resources.
• The National Assembly Committee on Implementation of the Constitution, chaired by Suna South MP Caroli Omondi, will conduct further consultations to clarify mandates.
• Disagreements also exist over control of payroll and other human resource functions, with Inspector General Douglas Kanja welcoming the recruitment under new regulations from the National Police Service Commission Recruitment and Appointment Regulations Act, 2025.
