Ethiopia has accused Eritrea of preparing for war in collusion with an opposition grouping, intensifying tensions over control of access to the Red Sea. This accusation, made in a letter to UN chief Antonio Guterres, suggests Eritrea is waging a proxy war to prevent Ethiopia from seizing ports.

• Ethiopia's Foreign Minister Gedion Timothewos sent a letter to the UN alleging that Eritrea and a hardline faction of the Tigray People’s Liberation Front (TPLF) are "funding, mobilizing and directing armed groups" in Ethiopia’s Amhara region.
• The accusation highlights a significant deterioration in relations between Ethiopia and Eritrea since Ethiopian Prime Minister Abiy Ahmed took office in 2018, primarily over Ethiopia's desire for Red Sea access.
• The letter reportedly accuses Eritrea and TPLF hardliners of supporting Fano militias in their efforts to capture the town of Woldiya in the Amhara region in September.
