Primary school headteachers, represented by the Kenya Primary School Heads Association (KEPSHA), have firmly rejected a proposal by Junior Secondary School (JSS) teachers to transfer the management of junior secondary institutions to senior secondary schools. This stance was voiced during the KEPSHA annual conference in Mombasa, attended by over 15,000 headteachers.

• KEPSHA National Chairman Fuad Ali reaffirmed that the decision to domicile JSS within primary schools was made through the Presidential Working Party on Education Reform and is considered effective and inclusive.
• Headteachers questioned Education Cabinet Secretary Julius Ogamba's recent claims regarding KSh 1.1 billion lost through “ghost schools,” with Homa Bay Headteacher Alex Siso refuting these allegations as misleading.
• The current system, where JSS operates within primary institutions, has successfully overseen the ongoing implementation of Grade 9 assessments, indicating proper functioning from a management standpoint.
