Busia Senator Okiya Omtatah has urged all Kenyan county governments to immediately implement the newly enacted Persons with Disabilities Act, 2025, coinciding with International Day of Persons with Disabilities on December 3, 2025. He stressed that persons with disabilities are vital contributors to society and called for inclusion at all levels.
- The Persons with Disabilities Act, 2025 replaces the 2003 Act and provides stronger protections and higher accessibility standards.
- The new Act gives legal effect to Article 54 of the 2010 Constitution of Kenya, guaranteeing equality and access for persons with disabilities.
- Section 5 of the Act requires each county to enact its own disability-inclusion legislation and localize national accessibility guidelines.
- Senator Omtatah emphasized that inclusion must begin at the community level, in villages, towns, markets, schools, hospitals, transport systems, and workplaces.
