Kisii Governor Simba Arati and Kakamega Governor Fernandes Barasa have tied for the top position in the latest Politrack Africa County Governance Index, both achieving 65 percent. They were recognized as the top-performing county bosses in the 2025 ranking.

The index assessed all 47 county governments based on service delivery, financial management, public participation, development performance, and citizen satisfaction.
Governor Arati was lauded for vigorous revenue reforms, boosting own-source revenue by 178 percent through digital payments.
Governor Barasa was credited with expanding the county’s Kakamega Care universal health program and driving the revival of Mumias Sugar Company.
Other strong performers included Anne Waiguru (Kirinyaga) with 63.2 percent and Patrick Ole Ntutu (Narok) with 62.5 percent.
