Suba South MP Caroli Omondi has voiced concerns regarding the independence and effectiveness of Kenya's accountability institutions, citing inadequate funding, weak implementation of recommendations, and increased political interference. Speaking at the release of the Okoa Uchumi report, Omondi, who chairs the National Assembly's Constitutional Implementation Oversight Committee (CIOC), highlighted structural and political constraints hindering Chapter 15 institutions.

• Omondi noted that constitutional commissions suffer from chronic underfunding, despite Article 249(3) requiring adequate and independent budgets, and criticized placing commissions under sector working groups which restrict allocations.
• He cited weak action on reports and recommendations from oversight offices like the Auditor-General and Controller of Budget, with the CIOC proposing mechanisms to ensure actionable reforms.
• Omondi warned of growing political infiltration in the recruitment of commissioners, stating, "What we have noticed is a lot of recycling of politicians into these commissions," and criticized the creation of parallel structures by the Executive to perform existing commissions' roles.
