The Independent Electoral and Boundaries Commission (IEBC) is adopting a data-driven strategy to combat voter apathy before the 2027 General Election. Instead of immediate large-scale campaigns, the IEBC will conduct targeted research in 22 recent by-election areas to identify reasons for non-participation.

• IEBC Commissioner Anne Nderitu stated that research in by-election areas on November 27th will diagnose why voters, especially youth, did not turn out.
• Initial observations showed a clear disparity, with women over 45 years being the majority voters in by-elections.
• Areas included Baringo, Mbeere North, Kasipul, Ugunja, Banissa, Malava, and Magarini, among others.
