The Independent Medico-Legal Unit (IMLU) has warned that Kenya is now a “repressed” state, experiencing an “unprecedented” rise in human rights violations throughout 2025 according to their latest report released on International Human Rights Day.

IMLU documented 97 extrajudicial executions, 18 deaths in police custody, and 72 cases of torture or ill-treatment between January and December 2025.
The warning follows the People Power Under Attack Report 2025 by Civicus, KHRC, and CFF, which classified Kenya in the repressed category.
IMLU noted a disturbing shift towards militarized policing, with police using live bullets on peaceful demonstrators during protests on June 9, June 25, and Saba Saba.
