The Kenyan government is reprogramming agricultural funds to combat the worsening drought in Arid and Semi-Arid Land (ASAL) regions. This initiative involves an all-of-government approach to address livestock, crops, and human livelihoods as interconnected systems.
- Two main programs, the World Bank-funded Food Systems Resilience Program (FSRP) and the National Agricultural Value Chain Development Project (NAVCDP), will be refocused.
- Agriculture Cabinet Secretary Mutahi Kagwe met with the Council of Governors' (CoG) Agriculture Committee and the ASAL Governors Caucus to discuss these urgent and long-term measures.
- Funds will be reallocated from original program activities to immediate drought mitigation, such as fodder transportation, water delivery, and livestock safeguarding in the 13 counties most severely affected by drought.
- Leaders emphasized directing at least 85 percent of program resources to on-the-ground impact, reducing administrative costs and recurrent expenditure.
- The plan includes scaling up irrigation, developing strategic fodder reserves, and modernizing the sector through the Kenya Agricultural Digital Integration Centre (KADIC).
