Kisumu county gov't dismisses COB report on stalling allocation of development funds

The Kisumu County government has refuted a report by the Controller of Budget (COB) stating no development funds were spent in the first quarter of the 2025/2026 financial year. Kisumu County Finance CEC George Okongo explained that Ksh.128 million was temporarily transferred to Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH).
- The COB, Margaret Nyakang'o, flagged Kisumu County among 19 counties with zero development expenditure from July-Sept 2025.
- Okongo clarified the Ksh.128 million was a refundable credit to JOOTRH, requested by the National Government for staff salaries while the National Treasury finalized hospital funding.
- JOOTRH has now received its allocation and is processing the refund to Kisumu County, after which the funds will be reallocated to development projects.
