The Nairobi City County has been flagged by the Controller of Budget, Dr. Margaret Nyakang'o, for excessive spending on salaries and allowances, which accounted for 69% of its revenue in the first quarter of the 2025/2026 financial year. Nyakang'o has urged the county to regulate the hiring of contract and casual workers to cut down on these expenditures.

Nairobi County spent Ksh. 4.7 billion on staff compensation between July and September.
The Johnson Sakaja-led administration received a total of Ksh. 6.6 billion during this period.
The Controller of Budget recommends that salaries be processed through the HRIS system and urges the acquisition of unified personnel numbers for staff to improve efficiency.
