Irungu Houghton, Executive Director of Amnesty International Kenya, has resigned from the Panel of Experts on Compensation of Victims of Demonstrations and Public Protests, effective January 9, 2026. His resignation follows a High Court ruling that deemed the panel illegal and unconstitutional.

• The Kerugoya High Court ruled on December 4, 2025, that President Ruto lacked the authority to establish the panel.
• The court affirmed that the mandate to verify, investigate, and compensate victims rests with the Kenya National Commission on Human Rights (KNCHR).
• Houghton also stated concerns about being listed as an appellant in a December 15, 2025, application to stay the ruling, which was done without his knowledge or consent.
