Shanghai aims to become the "world capital of the electric vertical takeoff and landing sector" (eVTOL) by implementing new policies designed to boost its low-altitude economy. The city plans to foster a complete industrial chain for new low-altitude aircraft, targeting significant economic growth and technological advancement.

Shanghai’s low-altitude economy is projected to reach approximately 80 billion yuan ($11.5 billion) by 2028.
The Shanghai Municipal Commission of Economy and Informatization, along with five other departments, issued measures effective until December 31, 2028.
A key advantage for Shanghai is its Yangtze River Delta super supply chain, allowing for efficient procurement of eVTOL components within 200 kilometers.
The measures offer support of up to 100 million yuan for complete aircraft manufacturing projects, including eVTOLs and ton-scale industrial drones.
