The Senate’s County Public Accounts Committee (CPAC) has directed the Office of the Auditor-General (OAG) to conduct a comprehensive audit across all 47 counties to determine the total outstanding amounts owed to employees in unpaid salaries, unremitted statutory deductions, gratuity, and pension contributions. This directive follows persistent concerns about county governments failing to forward employee deductions to relevant agencies, causing financial hardship.

• The audit was prompted by CPAC Chairperson Senator Moses Kajwang’ due to ongoing delays in settling gratuity for contracted staff.
• The OAG was ordered to begin its analysis with Bungoma County, which faced questioning regarding financial irregularities in its 2024/2025 financial statements.
• Bungoma County previously owed Ksh549 million in unremitted pension contributions and Ksh1.7 billion in salary arrears by June 30 of the previous year, though the governor claimed the salary arrears have since been cleared.
• The OAG is required to submit a consolidated report covering all 47 counties within seven days and perform an aging analysis of outstanding obligations.
