Ministry Circular Sparks Fresh Concerns for Education Sector

✨ Key Highlights
The Kenyan Senate is moving to block a proposed merger of Early Childhood Development Education (ECDE) teacher training with primary teacher education, citing constitutional concerns over devolution. Senators warn that the Ministry of Education's directive infringes on functions constitutionally assigned to county governments and could destabilize early learning.
- The proposed merger would combine the Diploma in Early Childhood Teacher Education (DECTE) and the Diploma in Primary Teacher Education (DPTE) into a single Diploma in Teacher Education Pre-Primary and Primary (DTE PP & P) programme.
- Senator Betty Montet, Chairperson of the Senate Education Committee, emphasized that ECDE is a devolved function requiring county involvement and public participation for policy changes.
- The Council of Governors, represented by Kericho Governor Dr. Eric Kipkoech Mutai, stated counties were not consulted, warning of disrupted education systems and strained budgets.
- Concerns were also raised by Machakos Senator Kavindu Muthama regarding uncertainty for students and institutions, and by Kajiado Senator Seki Lenku Ole Kanar about diluting professional standards for Competency-Based Curriculum.
