The High Court has temporarily halted a Ministry of Education circular aimed at merging ECDE and Primary Teacher Education diploma trainings after a suit was filed by the Kenya Union of Pre-Primary Education Teachers (Kuppet).

Justice Lawrence Mugambi issued conservatory orders on Monday, February 9, 2026, stopping the implementation of the circular dated January 19, 2026.
The suit was filed by Kuppet General Secretary Samuel Opiyo, arguing the merger would eliminate specialization crucial for early childhood education.
The union also claims the policy was formulated without public participation and could disrupt ECDE training programs and teachers' employment.
