The Council of Governors (CoG) is urging the Senate to approve proposed amendments to the Kenya Roads Amendment Bill to secure a 42% share of the Roads Maintenance Levy Fund (RMLF) for counties.
- The CoG argues that counties manage 76% of Kenya’s road network but currently receive only 5% of the RMLF, totaling a mere Sh6 billion from a Sh119.7 billion collection in FY 2024/25.
- Kimani Wamatangi, Chairperson of the CoG Transport, Infrastructure and Energy Committee, presented the case to the Senate Committee on Roads & Transportation.
- The proposed changes also include replacing Principal Secretary positions on the Kenya Roads Board with CoG representatives and deeming KeRRA and KURA redundant once their roads are devolved.
