- The facility was operating without the necessary construction permits and operating licenses required by petroleum sector regulations.
- EPRA, in collaboration with the National Police Service and the Kilifi County government, conducted the operation on February 20, 2026.
- The unlicensed site was located in a densely populated area, dangerously close to schools, a mosque, a dispensary, a major highway, a community water point, a power substation, and a high-voltage electricity line.
