Prime Cabinet Secretary Musalia Mudavadi has defended a new 24-month cooperation framework between the national government and Nairobi City County Government, asserting it's a coordination mechanism, not a transfer of functions like the previous Nairobi Metropolitan Services (NMS).

• The cooperation framework is expected to cost approximately Sh80 billion.
• Key interventions include improvements in water and sanitation, street lighting, roads, markets, flood resilience, environmental restoration, and security.
• Senators, including Karungo Thang’wa and Catherine Mumma, raised concerns about potential replication of NMS issues, including Sh15 billion in pending bills, and questioned the agreement's transparency and public participation process.
