• The lobby group argues the directive illegally attempts to have the Attorney General represent officers accused in use of force incidents, which it states is outside the AG's constitutional mandate.
• Katiba Institute contends the directive, issued on July 18, violates the principle of equality and was enacted without required public participation.
• The group also points out the directive may weaken the mandatory requirement for officers to provide immediate medical assistance to injured individuals, replacing it with "at the earliest time possible."
