The Social Health Authority (SHA) has responded to an investigative report by Africa Uncensored that questioned its method of calculating health contributions and deductions using an AI-powered Means Testing Instrument (MTI).

• Africa Uncensored alleged the AI system exhibits algorithmic bias, potentially overcharging over half of the poorest households and misidentifying poverty levels with 80-90% error rates.
• SHA defends the MTI, stating it replaced an unfair previous system (NHIF) where low-income earners paid a higher percentage of their income than high earners, and claims 54% of formally employed contributors now pay less.
• The new system uses a flat rate of 2.75% of household income, with the SHA asserting its data shows 92% of informal sector households assessed by the MTI are contributing Ksh850 or less per month.
