Kenya's Council of Governors (CoG) is pushing for amendments to the Public Finance Management Act to swiftly access Sh75.7 billion in conditional allocations, intended by the County Government Additional Allocation Bill, 2026.

• The CoG, represented by Finance Committee Chairperson Fernandes Barasa, argues that current requirements for intergovernmental agreements delay fund disbursement, hindering the budget cycle.
• They seek to repeal Sections 191A-191E of the PFM Act, which mandates these agreements, to streamline fund flow from the National Treasury and development partners.
• The Sh75.7 billion includes grants and loans for projects in health, infrastructure, and climate resilience, among others, for the 2026/2027 financial year.
