Embu County has been recognized as Kenya's best-managed county in the first-ever comprehensive fiscal performance scorecard, while Kisumu and Kakamega were ranked among the lowest performers.

Embu achieved a composite score of 0.689, placing it first out of 47 counties, with Kisumu at 47th with 0.285.
The County Fiscal Performance Measurement Index (CFPMI), developed by the Parliamentary Budget Office, assessed counties on seven public finance management indicators.
Notably, Nairobi City County, despite managing the largest budget (approximately KSh 43.1 billion), was ranked among the bottom 10.
