The Communications Authority of Kenya (CA) has issued new directives requiring licensed public communication access centres, including cyber cafés, to maintain customer registration and usage records.

• Operators must establish systems for registering customers with identifying details and log session start/end times and terminal IDs.
• These new licensing conditions, effective August 14, apply to cyber cafés, telephone bureaus, and community payphones.
• Records must be retained for a minimum of three years, and the CA will have inspection and auditing powers to ensure compliance, as public internet facilities are seen as potential avenues for cybercrime.
