Democracy for Citizen Party (DCP) leader Rigathi Gachagua has accused President William Ruto of presiding over lawlessness and anarchy, citing a breakdown in law and order and alleged involvement of goons. Gachagua presented a four-year "score card" of the Kenya Kwanza administration during a media briefing.

• Gachagua alleges that figures in the security sector are financing and planning the actions of goons, and covering up killings on behalf of Ruto.
• Key individuals implicated include police officers Inspector Kenneth Kipkemboi Sang and Police Constable Bett Kiplangat, allegedly aided to flee the country after the killing of Dr. Victoria Mutiso.
• The DCP leader also cited reports of over 700 cumulative cases of alleged extrajudicial killings and enforced disappearances, and accused the government of human rights violations during the 2024 and 2025 Gen Z demonstrations.
