Machakos Governor Wavinya Ndeti has strongly challenged Speaker Ann Kiusya over her declaration of a budget memorandum as “inadmissible,” escalating a deepening budget implementation crisis in Machakos County.

• The Governor is contesting the Speaker's refusal to allow the Machakos County Appropriation Bill, 2026 memorandum to be debated and voted on by ward representatives.
• MCAs had reduced the county's proposed budget by sh 853 million from sh 17.7 billion, a move that Governor Ndeti argues violates statutory limits and cripples essential services.
• The Governor specifically cited the complete removal of sh 126.9 million allocated for the county's Revenue Management System as a critical blow to county operations.
