Kenya's national government has stalled on devolving ferry and harbour services to coastal and lake counties, a responsibility outlined in the 2010 Constitution.

• Coastal counties like Mombasa, Kwale, Kilifi, Lamu, and Tana River, along with inland counties bordering Lake Turkana and Lake Victoria, have yet to gain control over these vital infrastructure resources 16 years after the constitution's promulgation.
• The Port of Mombasa, which handled 45.45 million metric tonnes of cargo last year, generates billions of shillings annually, resources that could significantly benefit Mombasa County if devolved.
• A lack of enabling legislation and political will in Parliament are cited as major obstacles, with some MPs reportedly viewing devolution of these services as benefiting only a few counties.
