The Communications Authority of Kenya (CA) has proposed new licensing frameworks for companies operating GSM-based alarm response systems and data centres to enhance regulation and consumer protection.

• Initial licensing fees for alarm response systems could be Ksh100,000, with annual fees of Ksh80,000 or 0.4% of gross turnover, whichever is higher.
• The CA is seeking to regulate alarm systems using SIM-enabled devices and mobile networks.
• The proposed framework includes a standalone data centre licence valid for 15 years, amid a surge in data centre development in Kenya for AI and digital services.
