A new report by Amnesty International reveals that Russia is exploiting vulnerable migrants, refugees, and detained foreigners by coercing them into fighting in Ukraine.

• Russia has reportedly recruited at least 28,391 foreign nationals from 136 countries by April 2026.
• The report highlights deceptive and coercive recruitment tactics, including promises of civilian jobs, legal status, or citizenship, and using detention or deportation as leverage.
• Foreign recruits often receive minimal training, estimated at around two weeks, before being sent to the front lines with inadequate preparation and equipment.
