Governors Threaten to Withdraw from Social Health Authority (SHA) Over Payment Delays - November 2025

The Council of Governors is threatening to withdraw from the new Social Health Authority (SHA), which is set to replace the National Health Insurance Fund (NHIF). Governors, led by Council chairman Ahmed Abdullahi, have accused the Ministry of Health of delaying payments for the SHA and failing to collaborate with county governments. The issue was raised in Naivasha, with governors claiming the ministry is overstepping its bounds. They are also questioning the complex management of the SHA insurance scheme.
