Council of Governors Threatens to Withdraw from Social Health Authority (SHA) - November 2025

The Council of Governors is threatening to withdraw from the new Social Health Authority (SHA), which is set to replace the National Health Insurance Fund (NHIF). Led by Chairman Ahmed Abdullahi, the governors have accused the Ministry of Health of excluding county governments from the implementation of the SHA scheme. Speaking in Naivasha, the governors claimed the ministry is overstepping its bounds. These ongoing conflicts within the SHA are reportedly putting the healthcare sector in significant difficulty, despite government promises.
