Kenya Signs/Approves Deals for Cement Plant, Power Lines, and Private Driving Licence Issuance - December 2025
Bamburi Cement signed a Sh32 billion Engineering, Procurement and Construction (EPC) contract with China’s Sinoma CBMI Construction Co., Ltd to build a clinker manufacturing plant in Kwale County. This project is set to significantly expand the company's production capacity. In a separate deal, Kenya signed a Sh40 billion agreement with an Africa fund and an Indian firm for the development of power lines. Additionally, Kenya's Cabinet has approved the transfer of smart driving licence issuance and management from the National Transport and Safety Authority (NTSA) to a private investor. This change will be implemented under a new public-private partnership (PPP) framework. The government's stated aim for this transfer is to modernize licensing and enhance road safety.
