President William Ruto and Nigerian billionaire Aliko Dangote officially launched the groundbreaking ceremony for the proposed Sh2.2 trillion ($16 billion) East Africa Oil Refinery in Lamu County. The President challenged Dangote to meet the announced 40-month deadline for completion and announced the government will invest in infrastructure and assets to support the project. ODM leader Oburu Oginga praised the project, predicting it will transform Lamu into a significant industrial and energy center. A group of landowners in Lamu County has initiated legal action against the National Land Commission and EPRA over alleged inadequate compensation for land earmarked for the refinery. Kenyan bishops have called on President Ruto to clarify issues surrounding the proposed refinery while supporting its progression. Ugandan President Yoweri Museveni expressed support for Kenya's Lamu refinery but stated Uganda will hold off on investing until clarity is provided on a prior regional refinery plan in Tanzania's Tanga port. Museveni also announced Uganda will proceed with its own planned small oil refinery and will discuss with Tanzanian President Samia Suluhu Hassan the relocation of a planned East African oil refinery from Tanga to Lamu.
