• Charles Hinga, the Housing Principal Secretary, countered Atwoli’s claims, stating that COTU was involved in drafting the regulations.
• Atwoli asserted that funds could be diverted to construct facilities like health centres but Hinga argued these amenities are essential for the success of housing projects.
