A section of Orange Democratic Movement (ODM) Members of Parliament have publicly criticized their party leader, Raila Odinga, over his proposal to transfer the National Government Constituencies Development Fund (NG-CDF) to counties.

• MPs, led by Kitutu Masaba MP Clive Ombane Gisairo, argue that NG-CDF is crucial for education, security, and development, providing bursaries and building facilities. They urged Raila's advisors to avoid misleading him.
• Matuga MP Kassim Tandaza stressed that NG-CDF has proven its worth in transforming lives and should remain in constituencies, emphasizing its bipartisan parliamentary support.
• Raila Odinga had stated at a devolution conference that NG-CDF undermines devolution, advocating for its management by county governments and asserting that MPs should focus solely on legislation and oversight.
