At the recent Kenya Mortgage Refinance Company (KMRC) Affordable Housing Conference 2025, a proposal was tabled to introduce temporary land titles in Kenya to ease the burden on developers. This aims to address the significant time developers spend offloading completed units due to lengthy titling processes, which impacts profitability.
- Properties sold in 2023 took an average of 16 months to be offloaded, according to the Real Estate Survey Report 2023/2024 by the Kenya National Bureau of Statistics (KNBS).
- Chris Chege, Director, Credit and Operations at Shelter Afrique Development Bank, proposed the temporary titles.
- KMRC Managing Director and Chief Executive Johnstone Oltetia suggested that comprehensive digitization of land records could eliminate the need for temporary titles.
