President William Ruto has eulogized former Rongo Member of Parliament Dalmas Otieno as a visionary leader whose ideas will continue to shape generations. Otieno, who served the nation with honor and integrity, passed away on Sunday at his Karen home in Nairobi.

• Dalmas Otieno was born in 1945 and first elected to Parliament in 1988.
• He made a political comeback in 2007 on an Orange Democratic Movement (ODM) ticket.
• During the Grand Coalition Government, he served as Minister of State for Public Service.
