Njeem is alleged to have committed, ordered, or assisted in murder and torture, including rape, of detainees at Mitiga Prison in Tripoli from February 2015 onwards, according to the International Criminal Court.
Italy's Prime Minister Giorgia Meloni's administration ordered his release and repatriation just two days after his arrest, citing procedural grounds.
The Rome Tribunal of Ministers requested parliament lift immunity for three Italian ministers over their handling of the case, but the request was voted down last month.
