The High Court has nullified directives from the Attorney General and the State Corporations Advisory Committee (SCAC) that sought to control human resources management in state corporations and public universities.

Justice Lawrence Mugambi ruled on Friday, December 5, that these directives unconstitutionally bypassed the mandate of the Public Service Commission (PSC).
The petition was filed jointly by Katiba Institute and anti-graft advocate John Githongo.
The court also ruled against the Salaries and Remuneration Commission (SRC) directly advising these bodies on remuneration, mandating all such advice be routed through the PSC.
