A recent Controller of Budget report reveals that several Kenyan counties, including Baringo and West Pokot, recorded zero expenditure on development budgets during the first quarter of the financial year, seemingly due to the newly implemented e-procurement system. Overall, counties absorbed a mere 2% of their development budgets.

• Baringo County received Ksh.1.64 billion but spent Ksh.649.94 million on salaries and operations, with no development spending.
• West Pokot County also reported zero development spending despite receiving Ksh.1.4 billion.
• Isiolo County registered the highest overall budget absorption rate at 21%, while Turkana and Laikipia had the lowest at 5% each.
• The Controller of Budget urged Parliament to expedite the enactment of the County Governments Allocation Act.
