Nairobi City County has opened a six-month amnesty for housing developers and property owners to regularize unauthorized but sound developments without penalties. This initiative aims to enhance tenure security, property rights, and improve urban planning frameworks across the capital.

• The amnesty is offered under the newly effective Nairobi City County Regularization of Unauthorized Developments Regulations, 2025.
• County Executive Committee Member for Built Environment and Urban Planning, Patrick Mbogo, announced the regulations.
• Exclusions include structures on public land, riparian reserves, protected areas, unsafe buildings, and those violating court orders.
• Applications must be certified by registered professionals and can be submitted via the Nairobi Planning and Development Management System (NPDMS).
• The Chief Officer for Urban Development, Patrick Analo Akivaga, emphasized the initiative will prevent demolitions and promote organized urban growth, with strict enforcement following the six-month deadline starting December 2025.
