President William Ruto has issued new directives ensuring all Grade 10 students report to school, regardless of their ability to afford uniforms or fees. This instruction comes amidst concerns that a significant number of students have not yet transitioned to senior secondary school due to financial hurdles.

Ruto directed that students can attend school wearing their junior secondary school (JSS) uniforms if new ones are unavailable, and no child should be denied access over unpaid fees.
The government has disbursed Ksh43 billion in capitation fees for the first term.
Currently, approximately 85 per cent of eligible learners have reported to senior secondary schools, leaving about 15 per cent yet to enroll.
Education Cabinet Secretary Julius Ogamba attributed the 15 per cent transition gap to parents seeking school placement changes under the Competency-Based Education system.
