The Communications Authority of Kenya (CA) has introduced stringent new quality of service rules for 4G and 5G mobile networks to address persistent call quality issues experienced by Kenyan phone users, replacing outdated 2018 guidelines.

• These new regulations, specifically for VoIP (Voice Over Internet Protocol) services like VoLTE and VoNR, mandate that 4G networks achieve a Call Setup Success Rate (CSSR) of 99 percent and call setup times under two seconds.
• CA Director General David Mugonyi highlighted that the previous rules were ill-equipped for modern mobile technology.
• For 5G, operators must maintain a Voice over New Radio call drop rate below two percent and a minimum Mean Opinion Score (MOS) of 4.0, with non-compliance risking regulatory action.
