Kenya's Directorate of Criminal Investigations (DCI) is probing 28 sub-county education directors in connection with a Ksh900 million "ghost students" scandal. An audit by the Ministry of Education uncovered over 900,000 non-existent learners who were receiving government funding.
- The audit revealed 973,634 ghost learners, comprising 885,904 in primary schools and 87,730 in secondary schools, costing the government over Ksh1 billion annually.
- Basic Education Principal Secretary Julius Bitok confirmed issuing show-cause letters to 28 sub-county directors of education found culpable and referred the audit report to the Ethics and Anti-Corruption Commission (EACC).
- Additionally, the audit uncovered 27 non-operational schools that were still receiving government funds, and investigations were ordered into over 30 school heads.
