Detectives from the Ethics and Anti-Corruption Commission (EACC) have arrested a suspect accused of impersonating a National Intelligence Service (NIS) officer to con a construction firm out of over Ksh.1.4 million in a fraudulent school dormitory tender scam.

The tender fraud involved a purported Ksh.15 million project for dormitories at Kaptis Primary Special School in Vihiga County.
The arrested suspect is identified as Joel Wanyama Simiyu, who allegedly posed as an NIS officer with influence over government contracts.
The scheme collapsed when the construction firm discovered the project did not exist after reaching the lintel stage and seeking payments from the Hamisi NG-CDF.
