The Public Service Commission (PSC) has officially taken over the oversight of Human Resource (HR) manuals for state corporations, ending a long-standing dispute with the State Corporations Advisory Committee (SCAC).

• State agencies have been given a 180-day ultimatum to submit their HR manuals for PSC approval.
• Failure to comply by September will render all personnel decisions made without PSC-approved guidelines legally void, as per a December 2025 court ruling.
• This move reasserts the PSC's authority over organizational structure, staff establishment, HR manuals, and career progression guidelines.
