The committee observed that awarding numerous projects to one contractor can overstretch their financial and operational capacity, leading to delays.

The warning was issued during an inspection of the Kisumu–Mamboleo–Miwani–Chemelil–Muhoroni road project, which is currently 28 percent complete and slated for completion by January 2028.
