A Kenyan parliamentary committee has raised concerns that legislative delays in granting the Office of the Controller of Budget (CoB) independent powers over the Housing Levy collections are leaving the funds vulnerable to misuse.

• Sh63 billion in annual housing levy collections is not under independent CoB oversight.
• The National Assembly Constitutional Implementation Oversight Committee (CIOC) reported that the Controller of Budget, Dr Margaret Nyakang’o, stated the current law prevents independent oversight.
• The CIOC is pushing for amendments to the Public Finance Management (PFM) Act and the Controller of Budget Act to include the levy and grant enforcement powers.
